I saw people who dress similar to this at Torture Garden. I know reasons are anything from wanting to living vicariously through the character to just purely enjoying being encased in rubber. It was weird when I saw it IRL the first time, but now I think about the person inside the outfit and what they do for a living, how they normally dress, what they're thinking and stuff, LOL! Yeah, it's quite peculiar!
Uncanny village response is a good way to put the reaction. Never heard that term before now, makes sense.
